Gee, my reading of the Source's article on room taxes is that the city staff blew it about 10 years ago, and the hotels have been taking advantage of it ever since.
Surprise #1: The city staff made a mistake.
Surprise #2: The Hotel owners took advantage of it.
Surprise #3: The City is now in dire need of money, and wants their money.
Surprise #4: The Hotel owners are squawking.

Well state law is quite clear. If you collect taxes and don't pay those taxes, then the ORS can lock-down your business.
Perhaps the real issue is fear? Or nobody cared.
In general when you collect taxes for 'government' your required to fork over the money in advance.
The notion that that this back tax money doesn't have to be paid, or that nobody seemed to care before while intriguing, is really just indicative of the fact that COVA and such have been running the local government. Now that the people who are broke want to know why their government is imploding COVA has explain why the real owners of Bend ( aka COVA & COBA ) haven't been paying their taxes and SDC's. Its an old story, .. but this is why COVA & COBA have been running city-hall since the mid 1990's.
Now that the COVA/CORA RAT's have left city-hall, for their is NO cheese left, the new rat's are following the empty IOU's. The new-rats of course are life-long government workers who now have to pay their salary's.
